About the Conference
Article 28 wasn’t written to be read by the people who must follow it. Article 28 Mastery translates it. Across nine deep-dive sessions on Friday, September 25, 2026, every requirement is shown in its own words and then immediately paired with what it actually means for your center.
Part One is the general half — the framework, Part 751, quality and patients’ rights, state reporting, and the AHCF cost report — and it applies to every Article 28 Diagnostic & Treatment Center in New York. Part Two, cosponsored with DataGen, is the surgical half: Part 755, the clinical services requirements, accreditation and deemed status, SPARCS, and a compliance program built to survive a survey.
Clinic D&TCs register for Part One and finish at 12:30. Ambulatory surgery centers register for both, because New York holds them to both rulebooks and surveys against both. Every registration includes a knowledge self-assessment with an answer guide. Walk in unsure. Walk out survey-ready.

Why ASCs need both parts
Every ambulatory surgery center in New York is first a Diagnostic & Treatment Center. You are regulated — and surveyed — under the general D&TC rules in Parts 750–751 and the ambulatory surgery rules in Part 755. Part One covers the first half of that rulebook; Part Two covers the second. An ASC that attends only the afternoon has seen half of what it is held to.
Each part is a separate Zoom webinar with its own registration and its own join link. Ambulatory surgery centers must complete both registrations — use the same email address for each so your confirmations stay together, and keep both join links handy on conference day. The afternoon does not continue on the morning link.
How the Day Is Structured
Article 28 splits cleanly into rules that apply to every center and rules that apply only to surgery. The day is built to match, and the two parts register separately.
Article 28 Clinic Compliance

The general operating, quality, reporting, and cost-reporting rules that apply to all New York Diagnostic & Treatment Centers. Part One is the shared foundation. Clinic D&TCs get a complete half-day program and finish at 12:30. Ambulatory surgery centers need this half too — it is the general half of the rulebook they are surveyed against — and continue into Part Two after lunch.
Article 28 ASC Compliance
1:00 – 5:15 p.m. Eastern · For ambulatory surgery centers, in addition to Part One
Part 755 and the surgical layer: clinical services, accreditation and deemed status, SPARCS reporting, and a compliance program that closes on what an ASC survey adds beyond a clinic’s. Cosponsored with DataGen, whose team presents the SPARCS session. Part Two covers only the surgical half of an ASC’s obligations — it is designed to be taken together with Part One, not instead of it.
